Agricultural lands include:

  • Agricultural lands: arable land, perennial plantations, hayfields, pastures, fallows;

Agricultural lands are defined as lands provided for:

  1. Production of agricultural products;
  2. Implementation of agricultural research and educational activities;
  3. Placement of appropriate production infrastructure, including the infrastructure of wholesale markets of agricultural products or intended for these purposes.

On March 31, 2020, the Verkhovna Rada of Ukraine adopted the Law of Ukraine "About modification of some legislative acts
of Ukraine concerning conditions of circulation of the lands of agricultural purpose" 552-IX.

The land market will be launched in several stages, some of which dates not yet determined:

  • From July 1, 2021, only individuals who are citizens of Ukraine will be able to buy land. The maximum size is 100 hectares per person.
  • From January 1, 2024 along with individuals can buy land and legal entities established and registered under the laws of Ukraine, participants (shareholders, members) which are the only citizens of Ukraine, or state, or territorial communities. The maximum purchase size can be 10 thousand hectares.

The adopted law does not directly regulate the issue of land purchase and sale procedure, but it contains three significant innovations to the usual land purchase and sale procedure. It includes a notarization of the contract of sale with the entry of the new owner in the cadastre.

With the entry into force of the new law:

  1. The buyer will be checked for the possibility of purchasing land in certain amounts. The procedure for such an inspection must be approved by the Cabinet of Ministers of Ukraine.
  2. Purchase will be possible only in non-cash form. To do this, the buyer needs to open a bank account.
  3. Must be documented sources of origin for land planting.
